A harsh wine is overly astringent, due to exceptionally high levels of acid or tannins and alcohol.
A wine that is harsh will taste rough, and while it is not entirely unpleasant, neither is it enjoyable. Occassionally, aging will help soften a harsh wine, but not necessarily. Often the duration of time required to decrease the harshness in the wine will negatively impact other factors of the wine.
A harsh wine is similar to a hard wine, but more extreme and always considered a flaw.
